Win95 install jams at EULA

I'm running VPC2004 SP1 on an XP SP2 box /w 1 gig ram

I'm taking my DOS 6.22 VM and wish to install this old Win95 disc I
have so I can have a Win95 VM.

I tracked down some generic CDROM drivers for dos so I could see the
CDROM drive (this is not a bootable Win95 CD btw) and run setup.exe.
The first dialog pops up and copies the files fine but when the EULA
dialog pops up, it jams, every time, both in Window mode and in full
screen mode.

Any suggestions?

FYI: I'm using the Oak generic CD ROM drivers I found via:

On this DOS disk have you attempted to enable SmartDrive, driver or any
TSR's - other than the CD-ROM?

I would recommend that you scrub it completely, head to www.bootdisk.com and
get yourself an image of aWindows 98 boot disk. Install Windows 95 from
that.
Also ensure that your CD is scratch free, the hard disk image is properly
prepped.
