Hang on Guest boot

I was wondering if anyone knows of a fix for this...

Dell Precision 470
Dual 3ghz procs
2 Gig Ram
XP Pro SP2

Virtual PC downloaded from MSDN

So... every time I boot up a guest OS (win 2000, 2k3, etc), the host system
will hang on and off for 20 or so seconds. All windows are disabled. The
mouse is the only thing that will work during this period. Once it is
finished messing with me, any keys that were pressed or windows that were
clicked all get done in a flurry. It will hang - process, hang - process,
for a few cycles, totalling 20 secs.

I know I could probably just ignore it, but I'm hoping there is an easy fix.

I have also noticed this happens when installing the release version of SQL
Express, and a few other high load situations.
