Virtual Switch Fails to Load

I have Virtual PC for Mac 7.0.2 running on Mac OS 10.4.2. I used to run
Virtual PC 7 on Mac OS 10.3.9 with no real problems. Now when I start up
Virtual PC I get the following message:

"Permissions for the support files were set correctly, but Virtual Switch
failed to load. Please report this to Microsoft (Code: A1004). Virtual PC
for the Mac will run without Virtual Switch networking."

This is unacceptable. My primary use for VPC is to access a VPN network and
I need Virtual Switch networking to do it. Also, I can find no way to
report this to Microsoft.

This problem occurs no matter how the PowerBook is connected to the network,
directly or through an AirPort. I have tried it on different networks
(office and home) with the same result. Under Mac OS 10.3.9 it worked fine.

If anyone has information on how fix this problem or how to contact
Microsoft to report this as suggested, I would greatly appreciate it.
