Unable to install Vista Beta 1 under Virtual PC 2004

I'm trying to install Windows Vista Beta 1 to run in a VM under Virtual PC
2004, but I can't get Vista setup to run.

I can boot the VM from the Vista DVD (loaded via an ISO image downloaded
from MSDN, using Virtual CloneDrive on the host), which gets me to the Vista
DVD menu. When I click "Install now" to start setup, the menu just disappears
for a few seconds and then reappears.

I've searched for clues and tried all of the suggestions I've found so far,
which include:
- giving the VM as much memory as possible (latest attempt was 736MB, surely
that must be enough?)
- giving the VHD plenty of space (latest attempt was a fixed-size 16GB VHD)
- partitioning the VHD before booting the VM (using FDISK from a Win98
startup disk to create a 16GB system partition; also tried using DiskPart to
format it as an NTFS partition)

Nothing seems to get me past the Vista DVD menu though. Obviously something
is preventing setup from starting but I have no idea what it is. Does anyone
have any ideas about what might be wrong?
