Full Control to KHCR results in no explorer

Hi,

I got the following issue on my w2k en XP VPC.

If I grant full access to HKCR for everyone and log on as a limited user
no explorer will appear and there is no way I can restore this other
then upgrading the user to an admin.

Any ideas on how to grant full access to HKCR without loosing the explorer?

seems a VPC issue.
