98SE virtual PC cannot log onto domain

I have a Windows XP Pro SP1 Host OS on a Dell GX270. I installed 2 guest
OS's via VP, one XP and one 98SE. On the 98SE VP, I cannot log onto the
domain using shared networking (NAT). I am getting an error, "no domain
server available to validate your password".

XP Host machine: WINS works, DHCP works, DNS works. IP address is not
hardcoded.

XP Guest machine: joined to domain via active directory. Works fine.

98 Guest machine: copied our most current lmhost file to c:\windows.
98 Network stack: Client for Microsoft Networks, Intel 21140 based 10/100
mpbs Ethernet controller, TCP/IP. In TCP/IP properties: DNS set to disabled,
gateway is not hardcoded, WINS set to "use DHCP for WINS Resolution, IP
address set to "obtain an IP address automatically. 98 guest PC is getting
an IP of 192.168.131.65. Host PC has an IP of 172.19.8.155.

Any help would be greatly appreciated. Please specify if more information
is needed.

network will usually fail with Shared Networking.
