How To Install Windows 98 on XP Host

Sorry to ask such a basic question, but:

I have virtually every MSDN subscription disk back to the mid 90"s. I am
attempting to simply create a Windows 98 Virtual Machine on my XP host so
that I can continue to use an old scanner. I am a developer, so I will
hopefully understand the most arcane description you can give that will
resolve this.

I am given the following choices: use a Win98 boot CD (don't have one), use
an ISO file (ditto), or use a boot floppy. Using every DOS memory that comes
to mind, I cannot create a floppy that works. I have the Windows 98 Versions
MSDN disk, the Windows ME disk, etc., but can't get to the point where I can
run setup successfully. The closest I have come is by using a Windows 98
startup disk from many years ago, probably created on a Dell machine from
that vintage, but it ultimately complains of an incompatibility between FAT
and NTFS when I run setup from the CD.

This shouldn't be this hard. All I want to do is install Windows 98 from
within Virtual PC 2004 on my XP Professional host.

Any help will be appreciated. Sorry to be so stupid.
